FMCSA does not suspend the NCL for drug tests. When this is sent in for a CDL it only effects the cdl portion as an imminent hazard.
Training Provider Registry (TPR) is a FMCSA registry for CDL drivers that we interface to determine if a new applicant has taken required prerequisite classes before we allow them to take hazmat here in TN. If a TPR Override indicator exists that means a user manually added it to allow the exam for the driver because they manually verified they qualified. For a 4 day period last week and early this week the TPR interface was down so there may be quite a few more of those indicators on drivers.
CDL majors: The 2 major offenses while holding a CDL should only count as 1 if they occur on the same day.
CDL lifetime Ban
The CDL lifetime disqualification went into effect in 2005. Federal statute 49 CFR 383.51 says a state may reinstate any driver disqualified for life after 10 years if that person has voluntarily entered in & successfully completed in appropriate rehabilitation program approved by the state.
According to FMCSA, the regulation cited says a state “may” but is not required to do so.
Tennessee has not chosen to allow the referenced reinstatement and there are no rules or policies in place for reinstatement after a lifetime ban.
